The precedence determines the order the definition of that primitive appears in the Flex Input script that is generated. Best way to check is to change the order and evaluate where the definition of the primitive is added in the SITE command section.
Commands are executed sequentially as you flow down the script. Therefore, commands later on will overwrite previous commands. If there was a material in Teal block primitive, that is not showing. Adjust the precedence so that the SITE definition further up (earlier) in the script.
