Normally you would download the latest version from the portal. However we are in the process of updating the portal and a link to download a version of OnScale Lab hasn't been added yet.

what is the difference between Onscale Lab and Solve？which app does mine belong to？
The version avaliable to download from that attached post is OnScale 1.30.11.0 which is the same version that wouldn normally be avalaible to download on the portal but as explained above the portal is being updated and the link hasn't been added to the new portal yet.
It will mean you run on the latest version of the Flex solvers but mostly it's just bug fixes and potentially some updates to the designer mode.
Analyst mode remains the same.

You don't have to but we always recommend uninstalling the old version before installing the new.
What happens when you click OnScale Lab Installer? It's a public download link anyone should be able to access it
After I clicked the link of OnScale Lab Install，the wab jumped to the interface below
